Samuel FRINGANT, 47, graduated from Saint-Cyr Military Academy in 1996. He holds the French Gendarmerie Officers Academy diploma (EOGN/1997) and a Master 2 degree in criminal law.
After holding various command positions in the National Gendarmerie, Samuel FRINGANT pursued his career as a Senior Civil Servant in the French Civil Service.
Project Manager then Cabinet Deputy Director at the Ministry of the Interior (2002-2005), he joined the “Inspection Générale de l’Administration” (the French Civil Service inspectorate) (IGA/2006-2007), before being appointed Deputy Director of Cabinet of the French President (2007-2009).
In December 2009, he moved to the private sector and became Project Director for the merger of VEOLIA Transport and Transdev, then Deputy to Human Resources Executive Vice President of Veolia-Environnement group.
He joined French group SAFRAN in 2012 as Director of Business Development France of the manufacturing group’s subsidiary Morpho. In January 2014, Samuel FRINGANT was appointed Executive Vice President of the Security Division and member of the Executive Committee of Morpho – SAFRAN Identity & Security.
After the sale of the SAFRAN Identity & Security subsidiary to a foreign investment fund, he joined the Senior Civil Service in 2018, entrusted by the Prime Minister and the Minister of the Interior with two missions relating to the evaluation of public policies and organisations in the fields of defence and security.
He was appointed Chairman and Chief Executive Officer of DCI on 1st January 2019.
Samuel FRINGANT is Knight of the National Order of Merit.
His is married and the father of two children.
